I have the honour to encloss copy of a letter I

have addressed to the Executive Secretary on the subject of opium smuggling in which I have touched upon the points in your letter which Your Excellency asked me to refer to the Philippine Govern- -ment.

I also enclose extracts from the Manila paper■ (dated Manila Times, April 5th., Cable News, April 6th.), alluding to a seizure of opium, etc., which has been made here on April 4th. and which, as Your Excellency will observe, is the largest seizure made for years past. In view of the enforcement of the New Opium Ordinance in Hongkong, it seems rather extraordinary that the large seizure during the five years which have elapsed since the opium laws were enforced in the Philippines, should now occur, and I think it advisable therefore to report the fact for Your Excellen- -cy's information.
